This procedure is explaines in thawte web site.
 
You have to go to several notaries wich will certificate that you are you, so thawte can include your name into your certificate.

outlook call this certificate "digital ID".
I think that I can make this certificates on my server and let my users choose with they wanna use or not.

That's a different animal, if I'm understanding you correctly. You're looking to sign your messages so that people know that it's really coming from you, correct? That will be a plugin for Outlook. You may want to look at the PGP/GPG websites. I know they had a rough plugin for Outlook that would digitally sign your messages and did not cost anything unless you wanted them to verify against something like Verisign.
Maybe someone else has some more info.
