All spamassassin configuration is now done globally and can not be set per
user level? If this isn't the case, editing the .spamassassin file for that
particular user, setting a no-rewrite header as well as raising the score
should handle this.

The QmailToaster spamassassin configuration has always been done
globally. This doesn't mean that a user can't write a .spamassassin
file for themselves, just that the QmailToaster doesn't provide a
method for doing this.

All I said is that the Spam checkbox in QmailAdmin was removed and
this functionality is deprecated.
