The default for logsize is 1000000 and the default for varcount is not there. I've never heard of varcount, myself. If you look in your logs directory (/var/log/qmail/send) do you see a lot of files with weird names? Like @40000 something? If so, those are the archived logs (once they reach the size allocated in logsize). You can view the directory easier by running this: ls | tai64nlocal If you're missing the log files completely, look to see if you're running out of space. Also check to see what files you have modified (I see that you turned off isoqlog).
