Nope, /var/qmail/queue/mess/0-22 are completely empty.

What's more, I sent the test message about 2 hours ago, and have not yet
received the delay message in exchange.

Hmmmm... My 2 little grey cells are in pain lol.

No, I mean /var/qmail/queue/mess. That's where messages go after they're
received, and before qmail-send routes them either to the local or remote
queue.
