The logs look ok, but there's apparently no simscan happening.
You need to run
# qmailctl cdb
in order to make /var/qmail/control/simcontrol (or /etc/tcprules.d/tcp.smtp
and others) take effect. This will rebuild the '.cdb' files, which are the
ones the system actually uses to run.
