Is your internet connection a business or personal account? Also, is it a DHCP or dedicated IP.

If it is a business account you can usually get the Cable company to change it.

Another possiblility is to route all of your email through the cable company's SMTP server.

You are correct. Unless you do some "ISP" things on your own. Like set up your own DNS server.
