Yes, it's the blacklists. I had exactly the same problem recently.
Remove relays.ordb.org from your blacklist file and restart qmail.

I've had that error message come up before too. It was due to the
blacklists I have defined. Have you updated your blacklists file ever
since you installed the toaster? There are a few rbl's that are not in
use anymore.
This is what I have.
