2) will messages coming in from submission port be scanned for spam. Since if they are not, everything is good, but if they are, then legimate mail could end up in spam althou the sending point of the message route was already verified not to be spam by authentication.

Adding RBL support for SA is a good idea. There's instructions on the wiki.
The default scores from SA are set to provide you with the least amount of false positives in most environments. This also means more spam getting in. Everyone's mail system is different, so you have to tune the settings to your environment. Mail from your own users is not normally scanned unless you specifically set it to do so.
