As Eric mentioned, make sure that selinux is disabled. You can see if
it's enforcing or not by running the command "getenforce". That will
tell you what level it's at.
If it still doesn't work from there, look in your apache logs, and if
it's possible, compare the php.ini against an older version/CentOS. The
change is probably in there if it's not selinux tripping you up.
