According to the man page, qmail-smtpd honors not only the value in the
file, but also a DATABYTES environment variable, which overrides the
value in the file. This makes it easy to set a different limit for
inbound vs outbound (port 587) messages. Setting it based on domain
would be more difficult though, and I expect would require modifying the
qmail-smtpd source code. Could be done though.
