I think it's a little odd that the taps patch doesn't do this. It'd be a nice enhancement.
You could do a little scripting to accomplish that. Just tap the whole domain, and write a script to remove anything that doesn't contain the domain in the from: line.
It might not be too difficult to augment the taps patch to include a from/to/both specification. I expect you might need to sponsor that change though to make it happen. Let me know offline if you're interested in this.
You might bring this up on the vpopmail mailing list. They handle things related to taps (they're both written by inter7).
