This will solve the problem:
# yum --enablerepo=qmt-testing update clamav
This will give you clamav-0.99.2-3 which has pcre-devel.
I may just move 99.2-3 over to the 'current' repository.

Clamd's logs concerned me:

I'll try clamav-0.99.2 src.rpm recompiling with pcre libs support and
test it.
If I found some issue with this, i'll post to the list.
