Turns out the receiving mailserver was misconfigured. The error had
nothing to do with the sending mailserver

Hi:
I'm getting the following error when I try sending to a military account
in Ecuador. Doesn't seem to happen with anyone else. Has anyone seen
this before? How do we fix it?
