Ah, that's probably the issue. This is from the output of running the docs 
build script here:

tools/generate/internal/syncfiles.sh: line 7: rsync: command not found
tools/generate/internal/syncfiles.sh: line 10: rsync: command not found
>>> Done
>>> Patching files...
tools/generate/internal/patchdemos.sh: line 7: rsync: command not found
>>> Done

rsync should be added to the instructions on installing cygwin. I ran 
cygwin setup again and added it. Now running the documentation script 
again. This has also fixed the A: drive access - must have been looking 
for the tool.
