In TortoiseSVN I just right-clicked the "root" folder and entered 
"https://qooxdoo.svn.sourceforge.net/svnroot/qooxdoo"; in the new URL box (note 
"trunk" omitted from the end). My machine thought for a while and then declared 
that the working copy had been relocated, and I was able to do an update.
