We need a proper licensing agreement (and the proper licenses LGPL and
EPL mentioned at all in the source files) before we can accept the perl
backend.

Sorry if this sounds as if I am about to create bureaucratic barriers,
but it's better to start getting a professional grip on the licensing
stuff now than running into avoidable problems later.
