This seems to be the problem. QOOXDOO_PATH is the path of qooxdoo relative to the Makefile. This is OK in your case. QOOXDOO_URI is the path to qooxdoo relative to the "index.html" this would be "../../../qooxdoo-sdk". This should solve the problem for you.
