Hi Hugh! The only good way I could think of is to mirror the stuff somewhere locally and make the download server configureable in the Makefile. Do you think this would be helpful in your case?
We don't like to put all data in our repository because of the size and the work needed to keep in sync with unicode.org. We just added the major languages like english and francais to svn.
