Charles, Yes, 0.7 should be stable. This does not mean that there will be no bug fixes and follow up versions, but our goal it to have a rock solid mature 0.7 release.
If you don't need to put your application online until the final release, you can use the time and start with the beta2, which I have announced some minutes ago.
