You can define colors, borders, background images, paddings, ... Things which are currently not possible are rounded corners and shadows. You can try to simulate them with images but this will only work if the widget has a fixed size. The amount of time is hard to estimate. It depends on how familiar you are with qooxdoo (I guess this should not be a problem ;-) ) and how good you can do artistic work to create the background images. I would guess it will take you about 2-3 days.
