Oh, yes this Scale effect needs percentage.

Have you tried qx.fx.effect.combination.Shrink? This is a combination 
from Scale and Move effect, witch is running parallel. If this is not 
the effect you are looking for, then it seems to me that you have to 
implement your own one.
