I had mentioned this before, but the way google calendar implements this is very nice, it's a combo box and so you can just type the time or choose from the dropdown and it adjusts minutes as you type. If you haven't seen that, it might be helpful in designing the ui. The jquery one is nice, but I find it far less intuitive, honestly, than seeing full times in a dropdown.
