in qooxdoo 1.2.1, it doesn't compile at all. rather, i get an argument
error, something like

  generator.py: error: Value has to be of the form '<key>:<val>':
QOOXDOO_PATH:C:/qooxdoo/tmp/qooxdoo-1.2.1-sdk

when i create the skeleton with qooxdoo trunk, the command line
invocation in question runs (due to the beforementioned bug fix), and
the compiled app runs in the browser.

i really don't know how these results come to pass. unfortunately, i
don't have access to a windows machine with multiple partitions, so
can't test cross-drive.
