I've recently found qooxdoo and would like to know if there is a guide to 
integrate it with Rails 4.

Not as far as I know.

I've also found a qooxdoo book(published in 2011) here:

Is it still relevant or is it already outdated?

The book is based on qooxdoo 1.6, currently we are at 3.0.1. Most of the core 
concepts are still the same, but in my very own opinion, the book does not 
offer any additional value than the extensive qooxdoo manual.
