I have confirmed that Lubuntu does not come with libqt4-svg preinstalled. Installing qpdfview from the stable-ppa leads to a gui without icons. When installing the dailydeb, libqt4-svg is installed and icons are available in the gui. So it seems the new explicit dependency is necessary and solves the problem.
