UserManagement panel lists all users but only after a View Users has been
executed and is not updated on Create/Delete User

The initial view of the management console is 'View Users' which is populated
with the User Data however it is only when the 'Execute' button is pressed on
this screen do the other panels 'Set [Rights|Password]' | 'Delete user' update
to show a list.
