I have updated pom with patch provided by Daniel Kulp to generate the required
NOTICE file for the java builds however the license information is too
incomplete to use in a fully automated fashion. I shall commit the changes but
have them commented out for our next release. The generated NOTICE will be used
to update our current build system and we should notify the dependants that
have missing information in their POM of the changes they need to make. Will
list here the dependencies with bad poms.
