Does M2 actually implement 0_9? Are we sure about that?

Does Rabbit have a version that implements 0_9? If Rabbit does not
then by changing our version number we are only "fixing" the interop
in the sense that we are not advertising a version incorrectly but
since there aren't any other implementations it doesn't really help
users.
