Some tests fail against an external java broker:
QueueBrowser*.testFailover* and FailoverTest cannot create a 2nd external
broker and should just be disabled in this context
TopicSessionTest.testNoLocal fails because QpidTestCase swallows the client id
when creating an external connection
ConnectionTest fails because AMQConnection acts as if an unsupported protocol
is a real failure to connect, which it isn't.
