I should say that I haven't used the product myself although I am considering evaluating it for my new employer. It's a bit more than just workflow but I think it could probably have been implemented as a Jira plug-in, e.g. it records the comments with the specific lines of code, provides a history etc. For a project like Qpid it is probably not worth it but I think for certain groups of less experienced developers it may add value.
