Move broker only tests from systests to broker package

Summary:
There are a number of tests in systests that do not require the client code and
so should be located in the Broker package.
These tests along with the mock objects that they depend upon should be moved
to the broker test package.
The mock objects should then be moved to the util directory and the duplicated
classes resolved.
