Thanks for your guidance, I spent several days already just to figure out
what went wrong. Now, I have built the qpid broker and all supporting apis
again and this time management messages work fine.

Your encoding of the arguments is correct.

There will be an implied "set" method implemented for objects that have
writable properties. This is not currently implemented in the code.
