Summary:
If do QPID-1259 we will also have to address the management port issue in java.
We can't simply put -m <port> on all external brokers as we can with the port
as the CPP broker is -m yes|no to enable it.
So if we could call setBrokerProperty("-m",port) if we know we are running a
java broker then that would fix things.
