Reloading user data does not work

Summary:
If the file is changed on disk and a reload requested then it reports Success
however the data does not appear to have changed.
Also if the file is corrupt (as by the defect in delete) then only an
unsuccessful is reported. Where as in the case for delete where the file does
not contain any user data this should be reported.
