OK, I just finally learned that communication link is SMTP with SMTP rather than SMTP with POP ... learn something new every day! This must be my problem then ... the SMTP service (port 25) on the target machine is not open to the internet. But why is the mail being returned as undeliverable?

Ok, my mistake... from where are you trying to pick your mail up?  >From your ISP mailbox?  If so, you have to install Fetchmail, Exim or Sendmail first on your local system.  The MTA is the one responsible for delivering mail to your system mailbox,  which in turn is where Qpopper picks up mail and sends them to you through POP protocol.....  Hope this helps....

If by MTA you mean outgoing/SMTP server, I don't have access to check where it's trying to send the mail ... I'm using my ISP's SMTP service.
 
I didn't actually do a make install so there are no directories of any kind for the qpopper service ... executable was just copied into the /usr/sbin directory and started with xinetd. I don't know where messages for this service are being logged to. I have checked /var/log/messages but there appears to be no entries for this service.

What's your MTA?  Check where your MTA is delivering mail, then check if it's the same place where qpopper is picking up the mail... (Hint... check your log files =^^=).

I have installed qpopper and I'm able to connect to the server as a POP user to retrieve mail. However all attempts to deliver mail to the the server result in nothing happening at all ... I don't get an NDR of any kind and I the mail doesn't get delivered to the intended recipient/mailbox.
 
Any ideas?
