OK, I just finally learned that communication link is SMTP with SMTP rather than SMTP with POP ... learn something new every day! This must be my problem then ... the SMTP service (port 25) on the target machine is not open to the internet. I'm using my ISP's SMTP service.   I didn't actually do a make install so there are no directories of any kind for the qpopper service ... executable was just copied into the /usr/sbin directory and started with xinetd. I don't know where messages for this service are being logged to.
