sending does not go through qpopper, it goes through your MTA (sendmail,
exim, postfix, qmail, etc..)
when you say you can't receive new mail, do you mean, that there is new
mail in the spool, but you can't see it/retr it in your email program?

you're trying to start qpopper in standalone mode when it's compiled for
xinetd mode.
