When you send mail to the machine on which your POP3 server is running it is the SMTP server software on port 25 that receives it, not the POP3 server on port 110. The POP3 server on port 110 is only responsible for taking mail from the mail spool and uploading it to a POP3 client on your PC (or whatever). It doesn't receive mail from POP3 clients or from other mail servers, nor does it deliver mail to other mail servers. That is the responsibility of the SMTP server on port 25.
