I think it would be best of the contents of config.sample/ would do
no harm if they were copied over without changing (and this would be
an instance where that would not be true at least some of the time).
I didn't think the intention of config.sample was to *ever* be copied
over to /var/qmail/control, but to be copied over to ./config, which
shouldn't do nearly the harm you're suggesting.

My install script soft links qmail's rcpthosts and its
other files into ./config/samenames. What would
happen to qpsmtpd if vpopmail was allowed to
over-write qp's rcpthosts that way?
