as noted, you will have to clamp incoming rcpttos to one at a time
whenever the users do not have identical policies.

you can, however, accept
a second if their policy is exactly the same as the first, so you might
want to offer  broad policy choices instead of fine-grained in the
interests of faster list delivery. (just an idea)
