It's distributed with qpsmtpd ...
Oh? Then the Debian qpsmtpd package doesn't include it? It must not
match the Debian idea of free then...
I think it's to do with the debian qpsmtpd being behind, or perhaps
that their mod_perl is too new (it doesn't work with the latest
mod_perls - patches for that would be most welcome!).
