To fulfill the need for speedy, widespread, dependable communications in the face of another terrorist attack or other widespead communcications outage, the ARRL has settled on Winlink 2000, and related digital connections to make the link "invisible" to the first responder and agency users, should it ever be needed. In other words seved agencies can use their usual email programs, and the Winlink/Auto digital link will fill in the holes in their the usual routing via landline or whatever is down. This is my understanding of how it would work.

Is your understanding that it would only work that way in an emergency, or do you suspect that if authorized, the Winlink operation will begin with their new
space?

I think this is in part the reasoning behind the proposal, and as a service, Amateur Radio must change and upgrade its services.

Throw the baby out with the bath water?

I do not know about the feasibility at the technical end

Whew....and you're making comments?

Let me fill you and the list in on something very interesting:

I asked my director for a copy of the dissenting report...and he refused to
forward it to me. Maybe he didn't have it, maybe he figured I had no right to
read it, maybe he doesn;t want anyone to consider it.

I can assure you that when an elected representative acts that way, it's time
to not only determine why, but also consider whether or ot that person is
really representing the membership.

Rather than argue about it, I have placed the ARRL proposal AND the dissenting report on the web so that all can read both.

I strongly suggest that all licensed amateurs carefully consider The League's
proposal, read the material and contact their director and [EMAIL PROTECTED]
