I recall in a post Ed Hare tells QRP-L that the ARRL hasn't submitted the
proposal to the FCC.

Just as Ed Hare W1RFI said, the proposal was tabled before it got to the FCC.
It was put to the membership and found to be very unpopular. Thus the
decision to postpone any submission.

Note...now we're being told that the ARRL, per Ed, has shelved the proposal
(Odd,,,Ed never said that)

Then, others ask where it was announced that the ARRL shelved the proposal and
Ed makes yet another snide post about the ARRL asking for comments
(Not Ed does not correct K4NK)

And now the list is defending Ed against character attacks after he has made them.

Hard to believe folks that can turn on a QRP radio are so dim.
