Qt Creator is currently licensed as GPLv3, however there are exceptions http://code.qt.io/cgit/qt-creator/qt-creator.git/tree/LICENSE.GPL3-EXCEPT Second exceptions gives you permission to distiribute combined work consisting of Qt Creator and your binary-only plugins as long as you share modifications that you've made in Qt Creator's code.
