Mine is only 15" running 10.14.6 XCode Version 11.2 (11B52) Though this was also the same on my 2016 13 model as well.
I should note that I mainly debug mobile apps. iOS and Android, but I'm currently debugging an OSX app communicating with a mobile app and it is lldb is pegged on 1 CPU.
