I just uncompressed my gnat-gpl-2009-i386-apple-darwin10.2.0.tar.bz2 and 
checked.
It definitely does not contain gprbuild.
Should this be regarded as a bug?

I'll see if I can find 1.3.0, but perhaps theres no GPL version.
