Have you changed any of the default settings? The widget uses 'amixer' to get/set the volume. If this isn't installed then I think the widget would show as muted (could be your issue on Ubuntu).
Assuming you've not changed any settings, try running 'amixer sget Master' in a terminal and let us know the output.
