It's all politics. You take a smoke screen issue and drive a wedge, not a spike, into it and see what you can split. Doesn't make any difference whether it is a truth or not. If that doesn't work, you pull the wedge and look for another issue to wedge. Kinda like looking for worms in a cemetery under rocks. If there are no issues, you create issues. These are diversions and very important to keep the minds of the voters off the real issues which are well hidden, but exposed long after the vote is in and counted.
