[QUAD-L] electronic driving?

Dose anybody know of electronic driving devices? My lawyer, who is a C 4,5 quad, Ed said he has electronic gas and break. I never heard of it. He also said this "device" is going up to $15,000 from $5,000 next year. Anybody?    Bobbie
