I'm not giving you a hard time, but the city/town council or attorney might 
aask: Would you then create your own space if the number was increased to 3?  
4?  10 spaces?  You should then tell them: "If you increased h/c parking to 3, 
4 or 10 spaces and all were legally occupied, then the council/attorney should 
realize there is a need for more h/c parking."  Also, try to get them to 
understand the need for better snow removal, fixing the curb cuts, improved 
crosswalks, etc.  Investigative reporters love to run stories on this type of 
things and governing bodies hate when they do.  Keep trying.

  i would be left with no other choice unless i cancelled my appointment and 
tried again another day. i shouldn't have to do that. i figured if i explained 
my situation then any ticket would be waived. so the answer to your question is 
YES.
