I just read another article in the newspaper this very morning about a city  
council in Valparaiso, IN
that gave its approval for the downtown square restaurants to extend their  
outdoor eating area out to
within 48 inches of the street curb.  The protected area must also  have a 
minimum 3 ft railing to protect those eating in the former sidewalk  area.  In 
that 48 inch zone are parking meters and light posts to contend  with if you 
are walking or using a scooter/wheelchair.  Restaurants must  make every effort 
to protect their customers from the weather too with overhead  umbrellas or 
canopies.  Interesting, eh?

My cousin was the V.P. of a college in Owosso, MI.  They had just  spent $35 
million to make the campus accessible (in 1989).  He asked me  to look at what 
they had done.  With me in my electric chair and him in  my manual chair, we 
toured the campus.  Some sidewalks had a slant  (sideways) of up to 8 degrees 
which landed him in the grass.  There were  concrete ramps with no guardrails; 
doors with no auto-openers and to heavy for  a quad to open; switch-back

builder.  The additional costs would be $25 million because some "fixes"

I can't travel on sidewalks here because of missing or bad curb cuts and  
really bad sidewalks.
